Archbishop Carlo Maria Viganò

On the occasion of a conference at the Angelicum in Rome in 2018, Bishop Schneider, seated next to me in the front row, placed in my hands a letter signed by the Substitute of the Secretariat of State Peña Parra in which he was peremptorily instructed not to leave the territory of the diocese of Astana of which he is still auxiliary bishop. And he said, " Look what they did to me? "
What could have induced Bergoglio to revoke that order such that he has been allowed, for years now, to travel anywhere?
Perhaps the fact that, despite his subdued criticism, Schneider recognizes Bergoglio as pope and as such goes to pay his respects at the Vatican?
The photos of the recent audience granted him speak for themselves.
