The "voice of God" is a military term for directed-energy and acoustic devices that project sound directly into a target's head or create voices out of thin air.

Laser-Induced Plasma Effect: The U.S. military's Joint Non-Lethal Weapons Program has tested lasers that rip electrons from air molecules to create glowing balls of plasma. By hitting this plasma field with a second tuned laser, scientists can manipulate it to produce audible, intelligible human speech directly in mid-air.
