The Vatican journalist Luis Badilla has
commented on the recent nomination of Sister Simona Brambilla, 60, a
member of the Missionaries of the Consolata, as "Prefect" of the
Dicastery for Religious Life.
- The appointment
contradicts Canon Law 129: "Those who, according to the provisions of
the law, are vested with the sacred order are qualified to exercise the
power of government which, by divine institution, is properly vested in
the Church and is also called the power of jurisdiction".
- The
additional nomination of Cardinal Ángel Fernández Artime, former rector
of the Salesians, as "Pro-Prefect" is in line with Francis' tactic of
dividing powers in order to separate the media aspect from the real one,
so that the whole appears harmonious.
- In reality, those appointed know that they have to become part of a mechanism that imposes constant mutual control.

The Brambilla-Artime dancing couple hushes up the fact that the
dicastery - with a half prefect - will eventually be governed directly
by Francis, the only one who can decide between the prefect (nun) and
the pro-prefect (presbyter).
- On 21 July 2015, in Turin, Francis
met with Salesian nuns and said in his speech: "When they ask me:
'Shouldn't there be stronger decisions about women in the Church?' Of
course. And why don't you appoint a female leaders? But do you think
that is a strong decision? That is functionalism".
- Almost a
year and a half after its hasty promulgation, the Apostolic Constitution
'Praedicate Evangelium', nine years in the making and aimed at
reforming the curial organigramme, is being gradually dismantled in a
frenetic and careless manner by the same Francis who wanted it so much.

Francis has always used the sledgehammer, even in Argentina, and he has
always imposed his will in this way, but "never, not even now on the
throne of Peter, has anyone had the ability, the lucidity and the
courage to point out to him these errors that have made many of his
actions incomprehensible".
