Last month, the U.S. House of Representatives passed a massive federal spending bill that allocates $3.5 billion for pandemic-related purposes under the jurisdiction of the State Department, granting the agency broad discretion to fund pandemic responses and global health security programs abroad.

The bill also makes these funds available to Bill Gates' vaccine cartel, GAVI (Global Alliance for Vaccines and Immunization), despite Health Secretary Robert F. Kennedy Jr. having withdrawn U.S. funding for GAVI in June of last year.

By routing pandemic-ready funds through the State Department rather than the Department of Health and Human Services (HHS), Congress appears to be securing—and potentially restoring—U.S. support for GAVI through a foreign policy funding channel, effectively bypassing the withdrawal previously ordered by Secretary Kennedy.

The new legislation, **H.R. 7006**, formally titled the *Financial Services and General Government and National Security, Department of State, and Related Programs Appropriations Act, 2026*, was passed by the House on January 14 with a vote of 341 to 79 and subsequently forwarded to the Senate, clearing a major procedural hurdle on its way to becoming law.

Tucked away in the State Department and Foreign Operations section of the bill is an allocation of **$3,531,975,000** for "Global Health Programs," a funding line that, according to the law, is explicitly "to be made available" for pandemics and other infectious disease outbreaks, as well as global health security initiatives.

While the bill does not earmark a fixed dollar amount exclusively for pandemics, the statutory language allows the entire $3.5 billion pool to be used for pandemic purposes at the State Department's discretion, without setting a cap or requiring further Congressional approval.

On pages 211 and 212, the bill reads:

### Legislative Status

H.R. 7006 was introduced on January 12 by Representative Tom Cole (R-OK), passed through the House Appropriations and Budget Committees, and was approved after several floor debates and roll-call votes.
